Summary

The job of the Assistant City Manager is a highly advanced managerial position that oversees the planning, coordinating, and directing of departments for the City of Leander. This position supervises the Executive Director of Development Services, Executive Director of Public Works, and the Director of Parks & Recreation. Assists the City Manager in providing day to day leadership and cohesive direction to seven major functions encompassing the City’s Development Services, Engineering, Planning, Permits & Building Inspections, Public Works, CIP, and Parks & Recreation departments. Has minimal supervision with an extensive level of discretion.

Duties and Responsibilities

  • Works collaboratively with management and the City Manager in the projection and analyses of current and future initiatives for municipal growth and development.
  • Alerts the City Manager to any real or potential issues regarding municipal administration requiring review, evaluation, and executive decision making. Develops and recommends solutions accordingly.
  • Attends and participates in professional group meetings and stays abreast of new trends and innovations in the fields of public relations and public administration.
  • Attends City Council meetings and takes necessary action regarding Council agenda items as assigned.
  • Fulfills the duties of City Manager during the City Manager's temporary absence due to disability, annual leave, or overnight travel. During such times, fulfills all duties and responsibilities assigned to the City Manager by the City Charter and Code of Ordinances.
  • Develops plans, announces policies, and implements growth management strategies that promote sustainable, high-quality development.
  • Ensures that needed capital improvements are identified, planned, programmed, and constructed with effectiveness and timeliness.
  • Ensures the City meets the demands for traditional public works and utility services despite unprecedented growth and development.
  • Promotes increases in open space, parks, athletic facilities, recreation programs, leisure, and library services that make Leander a desirable place to live for persons of all ages.
  • Ensures that all departments within the Assistant City Manager Portfolio meet their fiduciary responsibilities, honor their contractual obligations, and fully comply with applicable federal and state regulations regarding permitting, operations, and reporting.
  • Ensures the needs of all Leander residents will be met with the highest degree of professionalism and outstanding customer service.
  • Provides technical support and expert guidance to the City Council, City Advisory Teams, City Manager, City Departments, and subordinates.
  • Keeps the City Council, City Manager, other members of the City staff, and subordinates apprised of political, regulatory, planning, engineering, and technological developments that impact the City of Leander’s plans, projects, operations and costs.
  • Promotes a positive image of the city, its services, programs, and projects.
  • Supervisory responsibilities include the overall direction, coordination, and evaluation of multiple departments and functions, as assigned by the City Manager. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsible for supervising subordinate supervisors and direct reports including interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
  • Budget responsibilities require a broad knowledge of municipal finance, advanced budget skills, and sound business acumen that ensures that a cost-benefit analysis will always be a component of the budget process. Provides guidance to the City Council, City Manager, and subordinates in cost management strategies, financial policy alternatives, creative public financing strategies, and public-private financing strategies regarding the Assistant City Manager Portolio.
  • Performs other related duties as assigned by the City Manager.

Required Education and Experience

  • Graduate degree from an accredited college or university in public administration, business administration, government, political science, or a related field.
  • Minimum of five years of progressively responsible administrative and management experience in local government as an Assistant City Manager, City Manager, or Department Director.

OR

  • Bachelor’s degree from an accredited college or university in public administration, business administration, government, political science, or a related field.
  • Minimum of seven years of progressively responsible administrative and management experience in local government as an Assistant City Manager, City Manager, or Department Director.

OR

  • An equivalent combination of a minimum of eleven years of experience and education that provides the required knowledge, skills, and abilities to perform the duties and responsibilities.

Required Certificates and Licenses

  • Valid Driver's License from any U.S. State. Must be able to obtain a Texas license within 90 days of hire.

Preferred Qualifications

  • Minimum of five years of executive level experience from a city that is similar or larger in size and has similar demographics to the City of Leander (90,000+).
  • Graduate degree from an accredited college or university in public administration, business administration, government, political science, or a related field.

Knowledge, Skills, and Abilities

  • Knowledge of state, criminal, administrative, constitutional and municipal laws and ordinances and their application.
  • Ability to read, analyze, and interpret plans and specifications, contracts, ordinances, technical journals, financial reports, and legal documents.
  • Ability to understand governmental accounting standards and accounting standards for enterprise funds.
  • Ability to analyze and make recommendations on utility rates for Electric, Water and Wastewater Departments.
  • Ability to apply principles of logical thinking to a wide range of intellectual and practical problems.
  • Considerable knowledge of government processes, services, and planning.
  • Considerable knowledge of management principles and practices as they apply to public sector management including personnel management and organization development.
  • Skill in handling multiple tasks and prioritizing.
  • Knowledge of economic, business, and community development.
  • Knowledge of public policy development and analysis.
  • Knowledge of principles and practices of public administration.
  • Knowledge of fiscal planning and budget preparation.
  • Skill in directing the activities of a complex and diverse organization.
  • Skill in data analysis and problem solving.
  • Ability to communicate complex and technical issues in non-technical terms to the employees and the general public in a courteous and diplomatic manner.
  • Ability to develop and maintain effective working relationships with City employees, the public, elected officials, and boards and commissions.
  • Ability to communicate effectively both verbally and in writing.
