Primary Purpose:

Under the general direction of the Finance Director, oversees the efficient operation of all work tasks within the Finance Department. This includes coordination of the day-to-day operations and supervision of accounting, auditing, budgeting, procurement, payroll, complex grant reporting, inventory management, and the performance based budget
process.

Essential Job Functions:

  • Assists in oversight and direction of the Finance Department work tasks and projects; evaluates and analyzes issues; recommends and implements solutions; identifies and monitors long and short range goals and objectives; and assures effective communications of relevant information to the Finance Director and County management team.
  • Assists the Finance Director in providing instruction and training for employees.
  • Plans and assigns work and audits work product to ensure compliance with established policies and procedures.
  • Supervises staff: orients and trains; allocates and oversees work tasks; provides feedback and conducts performance evaluations; recommends personnel actions; approves time and leave requests; and participates in recruitment and retention efforts.
  • Analyzes policies and procedures and makes recommendations for improvement to the Finance Director as needed.
  • Directs the preparation of special and recurring reports and analytical studies.
  • Assists in negotiating contracts and agreements with County vendors, other agencies, and unions.
  • Coordinates interactive work sessions between the Finance Division and County Departments/Elected Offices to provide financial information and education on policies, procedures, and resources.
  • Coordinates with other Departments on various projects as needed.
  • Assists with compiling information for the Board of County Commissioners (BCC); prepares and presents staff reports and correspondence at BCC meetings as needed.
  • Assists in preparation of the annual budget and submission of the budget to the BCC for approval.
  • Works with County employees, elected officials, local, state and federal agencies, and the general public in the mutual resolution of matters and issues that affect the County.
  • Maintains confidentiality of all privileged information.
  • Contributes to a team effort.

Knowledge/Skills:

  • Knowledge of accounting theory; the principles and practices of administrative and fiscal management; the techniques of supervision; the preparation and analysis of governmental accounting, auditing, budgeting, purchasing and systems procedures; and financial and statistical reporting of financial software.
  • General knowledge of county and state government.
  • Ability to interpret statutes, rules, and regulations and make recommendations accordingly; to exercise good judgment in evaluating situations and making decisions; and to analyze, evaluate, summarize, and compile budgetary, accounting, and financial data.
  • Ability to effectively present complex information to a variety of audiences.
  • Ability to meet deadlines; to plan, assign, direct, and review the work of others; to initiate and implement administrative procedures and evaluate their effectiveness; to present comments and opinions clearly and concisely; and to work and communicate effectively with public officials, directors, fellow employees, and the public in a courteous, professional manner.

  • Skilled in operating various word-processing, spreadsheet, database, and other software programs in a Windows environment.

Minimum Qualifications:

  • Bachelor's degree or equivalent in Business, Accounting, Finance or a related field; and
  • Six (6) years of experience in business administration, accounting, finance or a related field, of which four (4) years must have been in a Supervisory capacity.
  • Any combination of education or experience in Accounting, Finance, or a closely related field totaling ten (10) years, of which at least four (4) must be in a supervisory capacity.
  • Related education and experience may be substituted for education at a rate of 30 credit hours equal to one (1) year of experience.
