Job Summary
Under the direction of the Deputy City Manager, this position will review and compile financial data into timely and actionable information for decision making. The position is responsible for analyzing, monitoring and reporting revenue and expenditure transactions of the various budget units of the City Manager’s Office to identify trends, strengths, weaknesses and variances within the data. The position will produce information for both internal and external stakeholders.

This is a new position within the City Manager’s Office, and will be in charge of budgeting (preparation, monitoring, development), forecasting, reconciling accounts, accounts payable/receivable, grants administration, procurement and other related activities.

This is a full-time, regular, exempt union position.

Job Details
Essential Functions:

Coordinates and provides oversight to the City Manager’s Office (CMO) budget units: CMO, City Council, DEI, Opportunity Fund, Homelessness, PEG, Communications, CVTV, Neighborhoods, Public Defense and SW WA Humane Society.
Administers quarterly homelessness and affordable housing transfer requests.
Purchase order management, including RFP’s, contract administration: requests, extensions and amendments.
Processes invoice payments and purchase card invoices.
Prepares reports and advises Deputy City Managers, Program and Policy Manager, Communications Director and others with financial, budget, grant information and other regular related updates.
Coordinates actionable financial reports and analysis for internal stakeholders.
Research and investigates sustainable funding methods.
Assists with grant management (grant writing and accounting) with other CMO staff.
Policy and procedure development for budgetary related documents.
Biennial and Supplemental budget preparation and development including documents for supplementals and decision packages, and serves as primary point of contact.
Assist in tracking many CMO department financial trends and projections.
Point of contact to other departments relating to CMO budget, accounting, accounts payable and receivables.

Qualifications
Experience and Education

Five (5) years’ experience in accounting and budget preparation and interpretation
Equivalent to a Bachelor’s Degree in Business Administration, Public Administration, Accounting or equivalent.
Equivalent combinations of education and experience may be considered.
